The Inland Revenue will reveal tax records to the CSA to stop people hiding their incomes and the Government will consider bringing in penalties such as confiscating driving licences and passports. David Willetts, the Tory social security spokesman, accused Mr Darling of producing only "gimmicks and soundbites".

He said: "We recognise that the CSA needs to be reformed, but it is stupid to put absent parents in jail or take away their driving licence. That means they won't be able to earn any money and the children that we all want to help will suffer. The National Council for One Parent Families welcomed the announcement that lone parents who will receive the working families tax credit would keep all maintenance paid to them, and that those on benefit would keep up to pounds 10 a week.

Staff were subjected to an increased workload which led to a high absence rate and low morale.

Staff routinely began to target non resident parents who were more likely to pay maintenance than those who would require time and resources to pursue. The parent with care, who had previously struggled to secure maintenance and had turned to CSA to retrieve money, soon realised this was not going to happen. The system quickly became the target of fierce opposition and parents took to the streets in protest. Finally, Government began to realise the truth of the concerns previously raised by Ministers and reforms began.

Public resistance and high levels of criticism lead to the new Labour Government introducing a simplified system in March known as CS2. This system was to use a new, simplified formula to calculate the liability for maintenance.
